As 2009 draws to a close, we are bombarded by the annual litany of commentary features recapping the year in Hollywood movies to the year in international conflict, and everything in between.

When it comes to the Middle East peace process, current conventional wisdom suggests the 2009 recap might go something like this:

Despite the tendency to denote any simulation exercise on security issues a "war game," the recent simulation designed and held at INSS did not focus on the option of a military attack. Rather, it developed the scenario of a bilateral US-Iranian negotiation over Iran's nuclear program.

Report for Secretary Clinton: Israel Not Fulfilling Roadmap Conditions

Yediot Acharonoth's  Military Correspondent, Alex Fishman, reported the following:

A harsh sense of unease, concern and confusion has arisen in Israel's political and security establishment in light of a severe US report stating that Israel is not fulfilling its part in implementing the road map.

 The US envoy appointed to monitor the implementation of the road map, General Paul Selva, submitted a detailed report to Secretary of State Hillary Clinton with a series of accusations against Israel-some of which were worded in outspoken and threatening terms. The report states that Israel is evading the implementation of the steps required of it by the road map.

Among other things, General Selva complains that there is complete lack of coordination between the different Israeli systems that are suppose to carry out certain measures that are part of the road map. He states that each of the systems presents him with different and misleading data of its own.

Israel has learned that the report prepared by Selva also includes harsh criticism of Israel's conduct on the matter of removing roadblocks.  The report states that there is a large degree of deception in the Israeli conduct, since Israel removes barriers but builds new ones at the same time.  The report states that the freedom of movement for Palestinians to which Israel has committed itself is not being implemented, and movement has not been eased. The report also determines that there is no real evacuation of settlements.
